Potentially this means that by carrying on with pay per click on a medium to long term basis you will not reach that vast majority of clients. Pay per click does have a place however, it is hugely advantageous to use it at the start of a new venture to quickly identify the most productive keywords and test out the ability of the website in general to draw customers in. If something is not working you can identify it quickly, re-work it and then test out the changes generally within a matter of weeks.
